His owner has done a horrible thing to his wing. You can see what has been done when he opens it. This is the most severe clip I have ever seen. Completely hacked to the bone. I doubt he will ever be able to grow those back. He'll never fly ever again. You should have kept the poor bird, his current owner clearly has no clue.
